Credentials: Colonel Michel W. Drapeau, OMM, CD, LL.L., LL.B., Bar of Ontario, served 34 years in the Canadian Forces and was appointed to the Order of Military Merit and awarded the Commemorative Medal for the 125th Anniversary of the Confederation of Canada and the Commemorative Medal for the Golden Jubilee of Her Majesty Queen Elizabeth II. On retirement from the military, Colonel Drapeau went on to serve at the executive level in the Public Service of Canada before becoming a consultant specializing in access-to-information and privacy legislation. Acting as counsel to the Ottawa law firm of Michel Drapeau Law Office, his practice is restricted to access to information and privacy, military and security, human rights and other administrative law cases. He also teaches access to information and privacy law at the Faculty of Law, University of Ottawa, and lectures on “media and the law” to journalism students at La Cite collegiale, Ottawa. He is the co-author of Federal Access to Information Act and Privacy Legislation Annotated, and Protection of Privacy in the Canadian Private Sector.
Marc-Aurèle Racicot, B.Sc., LL.B., LL.M., Bar of Quebec, is Director -- Research and External Relations, with the Office of the Information Commissioner of Canada. He has been involved in many cases dealing mainly with the application and interpretation of the Access to Information Act and the Privacy Act. He has appeared before the Federal Court, and the Federal Court of Appeal. Me Racicot has written articles on access to information, and given lectures and conferences on the subject. He recently completed a secondment with the University of Alberta as assistant adjunct professor and manager of the Faculty of Extension’s Information Access and Protection of Privacy (IAPP) Certificate Program. He is the co-author of Federal Access to Information Act and Privacy Legislation Annotated, and Protection of Privacy in the Canadian Private Sector.
