This CLV Special Report explains in detail how to comply with the complex obligations of the new Ontario Confined Space Regulations, which came into effect September 30, 2006. This Handbook has been designed to be used primarily by health and safety personnel charged with the responsibility of confined space program development and implementation. To that end, the Handbook provides an explanation of regulatory requirements, offers interpretations and analysis of some of the ambiguous parts of the regulations, suggests methodologies for carrying out compliance activities, and provides a variety of sample documents that can be used to undertake and record compliance activities. In addition, the handbook can also serve as a resource for health and safety committee members, workers who enter confined spaces, rescue teams, and enforcement officials who, like the regulated community, may find the regulations ambiguous or hard to comprehend.
